Taki’s mag, a blog site by Taki Theodoracopulos, and worth your attention, has  mischievously noted that a thousand years before Constantinople fell to the Turks in 1453 the Emperor Justinian found to his fury that his Greek subjects were not paying their tax.  The result was that everyone else in the Empire had to compensate to cover the feckless tax dodging Greeks.

As the French might say plus ça change.
